What is parking lot monitoring?

Parking control and parking lot monitoring are the same thing: we check whether the rules on your space are being kept. How long someone may park, who may drive in, which bays are reserved for whom. We say control, others say monitoring.

We prefer to work without a barrier. Then parking lot monitoring runs in three steps: On the way in, the camera reads the plate and sets a timestamp. While parked there is nothing to do, no ticket and no machine. On the way out, the system compares the parking time against the maximum stay you have set. If you want a barrier or tickets, we set that up just as readily.

So the clock runs in the background. Anyone who leaves in time never notices the monitoring. Anyone who overstays receives a payment request.

On private ground it is called private parking lot monitoring, and there you set the rules yourself. The difference from parking management is the money: there your drivers pay for their time, here the rules apply even on a free customer car park.

Private monitoring: what applies on your ground

On your space, your property rights apply. You decide who may park, for how long and on what terms. For the terms to hold, they stand visibly at the entrance before anyone drives in.

Whoever drives in enters a usage contract. Break it, and the penalty from that contract applies.

The camera reads the plate and the time, nothing else. No faces, no occupants, no running video. The data sits in Germany, and we delete it within the periods the GDPR sets.

Contractual penalty or official fine: how they differ

An official fine is issued by an authority. That is only possible in public traffic space, where the public order office is in charge. On private ground there is no official fine.

What applies there instead is the contractual penalty. Anyone driving in accepts the terms of use displayed at the entrance; if someone does not keep to them, the amount stated there falls due.

The difference is not the amount but the basis: an authority in one case, a contract in the other. For you as the site holder that means the signage at the entrance is the basis – not a set of rules that applies somewhere else.

Parking lot monitoring means checking whether the applicable rules of a parking space are kept, such as maximum parking time or permission. On public roads this is a public authority task of the local council; on private spaces it rests on the owner's property rights.

Council monitoring of parked traffic is carried out by the public order office and ends in an official fine. On private ground there is no such fine: a usage contract is entered into, and a breach triggers the agreed penalty.
