Who counts as an unauthorised parker
An unauthorised parker is anyone standing on your site without being entitled to. The term says nothing about intent: the resident using the yard in the evening counts as much as the commuter taking a customer bay in the morning.
There is a term for this: interference with possession. As holder of the site you decide who may use it; whoever ignores that interferes. There is no administrative fine for it – that exists only in public traffic space.
On commercial sites a second layer arrives: you have staff, customers, suppliers and neighbours with very different claims. A rule treating everyone alike does not solve the problem, it only moves it.
What helps against unauthorised parking on company premises
The first step is the entrance. A sign naming the terms of use and legible before the entrance turns your house rules into a contract of use. Without it, nothing can be enforced later.
The second step is the distinction. Staff, suppliers and visitors need different rights, often at different times. On paper that is barely maintainable; held digitally it runs without passes and without key management.
The third step is traceability. As long as nobody records who stands there and when, every rule stays a request. Only once every entry and exit is documented can the individual case be evidenced – and that is exactly what keeps the rule standing.
Unlawful parking on private ground
Where a vehicle occupies a rented bay or blocks an entrance the case is more urgent. Here only removal by a commissioned company helps in the moment; the cost is borne by the unauthorised parker in principle, but you have to advance it.
For the ordinary case towing is too expensive and too slow. A contractual penalty, named on the sign and enforced through keeper identification, works better. That is the route we take on our sites.
